Delhi Finance Minister Manish Sisodia outlines budget for upcoming financial year

“The last seven budgets that have been prepared under the guidance and direction of the Honorable CM Arvind Kejriwal during this period not only has historic work been done especially in the areas of education and health, but also inspired many other state governments,” he said in his budget speech.

He said schools, universities, hospitals have been built and metro and bus infrastructure has been improved.

“Over the past seven years, I have brought to this Assembly the zero tax budget, the education budget, the health budget, the green budget, the Deshbhakti budget, based on the priority of the government, and this year it will be the Rozgar budget,” he said.

Mr. Sisodia, presenting UT’s budget, said he was presenting his eighth budget. The budget for the financial year 2022-23 is tabled at ₹75,800 crore.

He said: “Free Wi-Fi has been made available to young people. Home service delivery has been made available and people no longer have to queue at government offices. Workers can now do this by filling out a form.

Mr. Sisodia said that over the past seven years, the Delhi government has given importance to health education.

Here are the highlights:

1. He said 1.78 lakh youths got government jobs in the past seven years. Calling it a jobs budget, he said 20 lakh new jobs will be created in the next five years. Our goal is to increase it to 45% in Delhi over the next five years.

An important part of the “employment budget” is made up of jobs for women. Due to the pandemic, women have lost the most jobs, he said. “Every rupee spent by the government from the budget, we will do a job audit to understand how many jobs are being created,” he added.

20,000 new jobs will be created over the next five years thanks to the electric vehicle policy.

The Delhi government will launch more than 4200 e-cars with 33% reservation for female drivers in the coming year. The government will issue 5,000 e-drive permits every year for the next five years to create 25,000 new jobs.

25,000 new jobs will be created for women under the “Smart Urban Farming” initiative.

The government is to launch an AI based website and mobile app Rozgar Bazaar 2.0 to provide at least 1 lakh jobs every year to Delhi youths and especially women through this portal.

2. The Delhi Wholesale Shopping Festival will be held at different bazaars every year. Three priority areas will be shopping, festival and restaurants. ₹250 crore allocated to Delhi Shopping Festival and Delhi Wholesale Shopping Festival. Plans underway to develop Gandhi Nagar’s ready-to-wear market into “Great Garment Hub”.

3. An expenditure of ₹20 crore allocated to Rozgar Bazar which is expected to benefit 10 lakh of Delhi-specific vendors.

4. Every year international film festival to be held in Delhi. With the introduction of the “Delhi Film Policy”, the AAP government aims to promote Delhi as a national and international brand.

5. BusinessBlaster’s program will be implemented with children from Delhi government schools as well as private schools

6. Delhi’s main food hubs will be identified and redeveloped. Under a new food truck policy, food trucks will be permitted at fixed locations from 8:00 p.m. to 2:00 a.m.

7. Allocation of ₹50 crore for the implementation of the new startup policy. In our new start-up policy, Delhi government will set up an incubation center, organize conferences for marketing mentorship and investment. Moreover, the Delhi government will also match them with banks and investors for financing.

8. ₹9,769 crore allocated to health sector. Of this amount, ₹1900 crore allocated to remodel 15 existing hospitals and build four new hospitals are being constructed. ₹50 crore allocated for Delhi Arogya Kosh scheme.

9. To revive more than 600 lakes and water bodies of Delhi, ₹750 crore has been allocated.

10. The budget allocated ₹16,278 crore for the education sector. Happiness, entrepreneurship and deshbhakti programs should also be launched in private schools. This year, the government will focus on initiatives such as a school science museum, digitization of classrooms, Montessori labs in 100 schools and Teachers’ University.

Regarding the future of these disadvantaged homeless children from an early age, the Delhi government has decided to establish a boarding school with modern facilities. For this new initiative, ₹10 crore in the budget has been proposed.

Sports infrastructure to be developed in schools.

11. 450 yoga teachers trained by DPSRU, the Government of Delhi teach yoga daily to more than 15,000 people as per their time and convenience. For this, a separate provision of ₹15 crore has been made in the budget to continue this program.

12. The Delhi government had announced the installation of 500 national flags. 125 national flags (on high poles) have been erected in Delhi so far. The rest will be installed by August 2022.

13. An expenditure of ₹5766 crore for housing and urban development projects in the budget of the financial year 2022-23 allocated
